Microsoft has released Windows 10 Redstone 5 Build 17686 to the Windows Insiders Fast and Skip Ahead rings. And here’s what’s new in it. 

There is a new Region page in the Settings app of this build, which now allows users to change the regional format options for the Calendar, Date, Time, Currency, etc. 

The new Insiders Build also includes Local Experience Packs, which allow you to use Windows in your selected language. You can choose the option from the Settings App > Time & Language > Language > Add a Windows display language with Local Experience Packs.
